Job Summary:

The Department of Hospital Administration at SUNY Downstate Health Sciences University is seeking a full-time Assistant Vice President of Ambulatory Care Services. The successful candidate will:

  • Plan and direct registration, patient insurance, and data processing to ensure accurate patient billing and efficient account collection.
  • Establish and maintain regular administrative rounds in the various hospital-based/off-site clinics and school-based clinics.
  • Rounding to include the review of the facility's compliance with the various regulatory agencies, to include ACGME regulatory requirements, and standards with patient care.
  • Monitor and ensure the Call Center's adherence to the hospital's quality metrics.
  • Improve patient access to UHB's clinical services.
  • Develops and oversees business systems and work with information technology to ensure timely and accurate information.
  • Identify opportunities for improving front end process flows.
  • Establishes a financial screening, insurance verification unit that will handle insurance screening and clearance for all patient access areas for the three campuses.
  • Implement a system for the pre-authorization of insurance verification services ensuring third-party payers are contacted.
  • Ensure the financial viability of the patient access unit by maintaining control systems to control finances and staffing.
  • Develop and monitor the department's operational budget.
  • Monitor front end cash collection process and controls for co-pays, deductibles, and charity care payments.
  • Develop process controls and senior management reports for ongoing quality control across all patient access areas.
  • Monitor input front-end information systems.
  • Ensure ongoing training of all registration staff on new regulatory and third-party payor requirements.
  • Work with the managed care office and primary care liaisons to open and maintain lines of communication between hospital and outside providers/plans.
  • Work with the management team to identify strategic IT needs and establishes priorities for upgrades and modifications in line with organizational goals.
  • Develop, recommend, coordinate, and implement new or revise procedures, policies, programs, and equipment to ensure IT effectiveness.
  • Monitor supplies/equipment from clinical support areas.
  • Monitor and processes outside vendor contracts within allotted designated time frames.
  • Maintain a monthly Patient Access/Billing Committee in conjunction with Patient Accounts and the Revenue Cycle Team to provide consistent communication between the front and back-end staff.
  • Participate in community relations activities to include overseeing processes to educate patients and their families on patient rights, developing of an informational brochure for the community.
  • Assist in the development of goals and implementation of strategies necessary for the operation of patient access and ambulatory care clinics.
  • Monitor quality improvement initiatives to include but not limited to patient satisfaction, physician satisfaction, patient thru put.
  • Supervise personnel including time and attendance, scheduling, and performance improvement.
 

Required Qualifications:

  • New York State Registered Nurse Licensure. 
  • Master's Degree in a relevant field.
  • 5+ years of administrative/supervisory level experience in a hospital or related healthcare facility.
  • Project management skills and experience.
  • Detail orientated and forward thinking with the ability to handle multiple tasks and/or projects.
  • Precise attention to detail and accuracy.
  • Demonstrate creativity and initiative in developing and carrying out projects.

Monday to Friday; 8:30am to 4:00pm

Salary Range:

Commensurate with experience and qualifications
