Job Description: |
The Department of Finance at SUNY Downstate Health Sciences University is seeking a full-time Staff Assistant / Payroll Time & Attendance Clerk.
The position maintains the payroll and time and attendance records of all of Downstate Medical Center's State employees. This position is responsible for maintaining a superior customer service culture in support of the medical center's employee population.
Additionally, the successful candidate will:

Maintains payroll and time and attendance information by collecting,
calculating and entering data into various systems, as appropriate

Updates payroll records by entering changes in exemptions, job title and department/division transfers, or other information as needed.

Prepares reports by compiling summaries of information such as earnings, taxes, deductions, leave, disability, and nontaxable wages, etc.

High volume phone call and email inquiries
- Meet with employees (in-person/zoom meetings) to address their concerns.

Reviewing documents, timesheets, letter/forms and checks etc. to ensure accuracy. Accurately Input/update information and records into databases and spreadsheets, etc.

Determines payroll liabilities by calculating employee federal and state income and social security taxes and the employer's social security, unemployment, and workers' compensation payments and other such liabilities, as necessary.

Resolves payroll discrepancies by collecting and analyzing Information and implementing changes.

Provides payroll information and training to supervisors, employees, and other approved personnel.

Supports payroll operations by following policies and procedures; reporting problems and ensuring necessary corrections are made to ensure the accuracy of payroll transactions.

Interacts with Audit & Control, SUNY Central, and Civil Service managers to address payroll Issues.

Processes overpayments and interacts with the Assistant Attorney General in processing the affidavit for the final judgment.
- Maintains the confidentiality of payroll records.

Adhere to all New York State regulatory requirements and SUNY policies and procedures.

Participates in continuous process improvement efforts to support current and future systems enhancements.

Required Qualifications: |
- Associate's Degree.
- Ability to work in a team environment and communicate effectively within all levels of the organization.
- Strong professional phone and email skills.
- Eye for detail and accuracy is imperative.
- Ability to prioritize and multitask.
- Strong interpersonal and analytical skills.
- Effective oral and written communication skills.
- Proficient in Microsoft Excel & Pivot tables, Experience with Microsoft Suite.
- Strong computer skills and ability to learn the internal systems.
