The Office of Compliance and Audit Services at SUNY Downstate Health Sciences University is seeking a full-time Senior Compliance Manager/ Associate for University Financial Analyst.
The Senior Compliance Manager reports to the Director of Compliance and is responsible for ensuring the day-to-day effectiveness of the Compliance Program. Duties include:
- Assist in the design and delivery of Compliance Program education, including bi-weekly orientation, GME orientation, Research Foundation employee training, University Physicians of Brooklyn employee training, medical board credentialing training, researcher training, and volunteer training.
- Manage the assignment of researchers to Conflicts of Interest training and disclosure.
- Provide focused in-service education and training related to compliance topics to various departments upon request.
- Perform both prospective and retrospective audits related to HIPAA Privacy and other compliance issues, including conducting annual physical rounds of the organization to ensure HIPAA safeguard standards are met and routinely performing Maize EMR access audits. Coordinate implementation of internal and external corrective action plans, monitoring progress and completion, coordinating interviews and document gathering; escalate as required. Conduct re-audits to verify corrective actions were fully implemented and effective.
- Perform reviews of Business Associate Agreement (BAA) vendor modifications to ensure SUNY Downstate is appropriately protected.
- Provide guidance on medical record requests and patient access guidelines promulgated by the Office of Civil Rights and other oversight bodies.
- Responsible for processing and following up on Compliance Hotline reports and conducting investigations of reported compliance concerns.
- Develop and prepare quarterly statistical reports and summations on compliance audit program activities for submission to internal stakeholders as well as state and federal oversight agencies. Track and regularly report on Compliance Program metrics.
- Coordinate responses to identified compliance questions, concerns, or federal/state inquiries or investigations.
- Assist with drafting, updating, implementing Compliance Program and related internal policies and procedures.
- Read, understand, and maintain current knowledge of complex federal and state laws, regulations, rules, and bulletins applicable to the Compliance Program.
- Maintain Compliance Program dashboards and assist with evaluation of Compliance Program effectiveness.
- Assist with special project preparation and follow-up, as needed, under the direction of the Director of Compliance.

Required Qualifications:
|
- Bachelor's Degree.
- 5+ years of experience in a healthcare compliance role, preferably in an academic medical center setting.
- Must be detailed oriented with excellent problem-solving skills.
- Excellent written and verbal communication skills.
- Strong organizational and time management skills required to multi-task effectively and adapt to changing priorities and responsibilities under tight deadlines.
- Must be proficient in healthcare compliance regulations (HIPAA, Fraud and Abuse, False Claims, Documentation, Conflicts of Interest, Anti-Kickback, etc.) as well as in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook).
- Must utilize a high degree of self-direction by analyzing an issue, developing a plan to resolve it, and implementing the resolution.
