Job Summary:

The Department of Ambulatory Care Services at SUNY Downstate Health Sciences University is seeking a full-time TH Staff Financial Analyst. Responsibilities will include:

  • Timely authorization/notification and verification of benefits and documenting as appropriately.
  • Verifies coverage and checks eligibility for insurance benefits; including Medicare and Medicaid.
  • Answer all telephone and in-person inquiries about Medicaid and other public programs.
  • Reviews admission for correct input by staff in the MSP, COB, ITM, FAM screens.
  • Conducts patient interviews to obtain accurate and complete patient demographic and insurance data and contacts patients on the unit or via telephone, when necessary.
  • To ensure all patients forms are completed in their entirety, including HIPAA, General Consent, Financial Agreement, Electronic signatures, and other medical forms needed aligned in compliance.
  • Maintain the confidentiality and privacy of all patients, medical information, and photo copies of patient insurance and identification cards.
  • Interview all patient’s eligibility for Medicaid and/or assess patients for charity care/payment agreement, obtains documentation and complete Medicaid application process for patients within 90 calendar days to secure Medicaid approval/payments for services rendered here or nursing home placement.
  • Counsel patient who may have difficulty with paying in full prior to receiving services; and communicate with hospital business office(s) to determine payment/deposit arrangement.
  • Interview all patients admitted with “Self Pay” financial class or insufficient coverage within 24 hours of admission (except weekends and holidays) to determine patient’s eligibility for Medicaid and/or assess patients for charity care/payment agreement.
  • Interview all patient’s eligibility for Medicaid and/or assess patients for charity care/payment agreement, obtains documentation and complete Medicaid application process for patients within 90 calendar days to secure Medicaid approval/payments for services rendered here or nursing home placement.
  • Review in-house patient accounts ensuring patient(s) have adequate insurance to cover hospitalization. 
  • Secure completion of 2151 and 486 Medicaid application processing as needed.
  • Obtain demographic information and update the electronic system with corrected information to the Admitting, Quality Management and Social Work Departments.
  • Follow up on all Medicaid accounts with any of the following issues are to initiate corrections/updates to the patient(s) file at MAP in order to facilitate payments: Sex/Date of Birth discrepancies, Third party insurance, HMO/PCP, and Newborn not on PCP/HMP. 
  • Request for retroactive  coverage and for extension of coverage.
  • Adhere to provide excellent customer service and greet/serve all patients, visitors, staff with courtesy and respect, both in person and phone by identifying yourself and location.
  • Adhere to hospital policy and procedures, educate patients and the ability to interact with all support staff, clinical staff, managers, department heads and Executive Leadership
  • Other duties and responsibilities assigned by supervisor/manager and or department head.

Required Qualifications:

  • High School Diploma.
  • Must possess a high degree of professionalism, adaptability and strong customer services skills with exceptional multi-tasking organization skills and attention to detail.
  • Strong verbal, written and interpersonal communication skills.

Preferred Qualifications:

  • Bachelor's Degree.
  • 3 to 5 years patient registration experience in an outpatient and/or hospital environment.
  • Knowledge of third-party billing, health insurance verification, registration, and collections.
  • Computer literacy.
  • Fluent in second language (French/Creole/Spanish).
