Job Summary:

The Department of Contracts and Procurement at SUNY Downstate Health Sciences University is seeking a full-time MWBE Coordinator, Senior Staff Associate.

The MWBE Coordinator will be responsible for executing a robust and equitable MWBE & SDVOB program for the State University of New York (“SUNY”) Downstate. This includes but is not limited to, establishing new and improved partnerships with the MWBE community, improving SUNY Downstate’s position in provisioning opportunities to MWBE’s, creating and implementing new pathways for doing business with MWBE’s, and provisioning required reporting to various stakeholders and oversights. Additionally, the successful candidate will:

  • Manage and oversee SUNY Downstate’s MWBE Program which focuses on increasing MWBE & SDVOB compliance, engagement, utilization, goal setting and adherence as it relates to all applicable laws, policies, regulations, and procedures.
  • Establish equitable goals for the Department, as well as, for applicable solicitations, in collaboration with the Contracts & Procurement team, and any other vested stakeholders.
  • Initiate and implement new procurement pathways to increase opportunities and availabilities for the MWBE & SDVOB community and identify new strategies for maximizing MWBE & SDVOB utilization rates.
  • Facilitate and provision all required State and/or Federal reporting pertaining to agency wide MWBE & SDVOB goals and individual contract goals and utilization.
  • Establish and maintain diverse and current MWBE & SDVOB lists per commodity and service category.
  • Increase and promote MWBE & SDVOB outreach efforts, monitoring outreach and networking effectiveness.
  • Provide guidance and support to the Contracts & Procurement team in identifying qualified and available MWBE & SDVOB firms for procurement activities and goal related adherence.
  • Initiate and implement utilization of the MWBE discretionary purchasing authority under State Finance Law section 163(6) for the Department.
  • Provision pertinent information to MWBE & SDVOB community with the requirements for doing business with SUNY Downstate. Promoting a seamless process internally and externally for all related parties.
  • Execute special projects & initiatives requested by the Assistant Vice President.

Required Qualifications:

  • Bachelors Degree.
    • Graduate of an accredited college or university with major course work in public administration, business, urban planning, finance, accounting or related field.
  • 3-years of progressively responsible work experience with diversity programs; general knowledge of procurement (e.g., IFB/RFP, contracts).
  • Ability to work independently to establish priorities and accomplish tasks.
  • Ability to generate and analyze research data; prepare written reports and make oral presentations.
  • Ability to work collaboratively with system and campus representatives and state agencies.
  • Ability to establish and maintain effective working relationships with the vendor community.

Preferred Qualifications:

  • 3 to 5 years of experience with public sector procurement.
  • Successful experience in government setting.
  • Outstanding collaborative leadership skills.
  • Working knowledge of MWBE & SDVOB goal setting and/or MWBE & SDVOB based initiatives.
  • Strong customer service and interpersonal relationship building skills.
  • Strong communication and presentation skills.
  • Strong analytical ability to understand and define critical issues and develop working solutions.

Work Schedule:

Monday to Friday; 9:00am to 5:00pm

SL-5

Commensurate with experience and qualifications
