Job Summary:

The Department of Contracts and Procurement at SUNY Downstate Health Sciences University is seeking a full-time Director of Purchasing. The successful candidate will:

  • Direct the Purchasing Team with purchasing activities and monitor performance for all purchase initiatives, supporting process improvements, timeliness of executions, and cost savings. 
  • Lead strategic planning efforts; evaluate outcomes and make recommendations for policy and process improvements.
  • Develop and implement internal controls and training manuals for the Purchasing Team to help implement successful strategic initiatives.
  • Establish and promote collaborative relationships across multiple internal and external stakeholders at various organizational levels, including but not limited to Downstate’s programs, Legal, Finance, Computer Information Service team, Facilities Management & Development Team, oversight agencies, and vendors to achieve an exceptional, seamless support service function that results in timely and effective purchase executions.
  • Train, evaluate and mentor staff to ensure proper knowledge transfer is established and help promote a cross- functional collaboration environment.
  • Review, adjust and streamline purchasing processes (i.e. strategy, Organizational structure, professional development).
  • Assist with executing the transition to system-wide Enterprise Resources Planning platform which includes the entire purchasing lifecycle.
  • Define purchasing program goals, objectives, risks, and roles responsibilities.
  • Support the AVP with executing various projects and initiatives for the Contracts & Procurement team.

Required Qualifications:

  • Bachelor's Degree.
  • 5+ years of related work experience.
  • Experience working with government procurement rules, policies and regulations.

Preferred Qualifications:

  • Master's Degree.
  • Knowledge of New York State or New York City procurement policies and procedures.
  • Experience with utilizing Enterprise Resource Planning Systems.
  • Knowledge of the New York State Financial System or the New York City Financial Management System.
  • Effective leadership capabilities and collaborative work style.
  • Strong analytical, supervisory and communication skills.  

Work Schedule:

Monday to Friday; 9:00am to 5:00pm (Full-Time)

Salary Grade/Rank:

SL-6

Salary Range:

Commensurate with experience and qualifications.
