Job Summary:

The Department of Human Resources, Office of Employee & Labor Relations at SUNY Downstate Health Sciences University is seeking a full-time Labor Relations Assistant / Assistant to Director 13. The successful candidate will:

  • Prepare correspondence as needed for Office of Employee & Labor Relations (OELR) utilizing the personal computer within timeframes requested.
    • Ensure that the correspondence is typed within the timeframe requested. Proofreads all correspondence typed.
  • Serve as Case Preparation Assistant – organize and administer system for routine and other required correspondence relate to disciplinary cases,  grievances and ADA at direction of supervisory OELR staff.
    • Schedule and make arrangements for interviews in assigned cases and assist in interrogations where necessary.
  • Route outgoing correspondence on a daily basis. Assist in general OELR filing.
    • Ensure that correspondence is sent out on a daily basis. Inform supervisory OELR staff of any problems relating to routing of correspondence. Filing system organized for easy retrieval.
  • Assist in general OELR administrative functions including but not limited to copying, and mailing correspondence.
    • Maintain the daybooks.
    • Assist supervisory OELR staff and the Director and/or the AVP in coordinating mailings and copying of personnel material.
    • Assure that the daybook and operational databases are updated.
    • Respond to general OELR inquiries from Departments such as Counsel’s Office, Compliance and Personnel; i.e. confirming eligibility for the Leave Donation Program.
  • Receive and screen calls to appropriate staffer insuring that priority is given to Albany and Senior Managers.
    • Ensure calls are handled with dispatch, courtesy and efficiency.
    • Ensure messages and follow-up required, are done with the appropriate staff member.
  • Provide administrative assistance to AVP.
    • Assist in the gathering of reports and statistical information from all OELR personnel.
    • Oversee calendar union meetings, provide reports, booklets and materials needed.
    • Ensure meetings are well coordinated with Unions and Senior Management receiving advance notice and supporting materials.
    • Ensure reports, booklets and materials are received promptly and efficiently.
  • Maintain the OELR database and prepares cases for assignment.
    • Ensure that case is given a number by reviewing established cases.
    • Prepare case folder verifying employee status and input staff assigned to each case.
    • Prepare supervisor’s memorandum for staff assigned.
  • Be assigned to serve as the OELR RDD (Responsible Departmental Designee) ensuring the timely submission of all personnel/payroll transactions.
    • Contribute in keeping the OELR Budget updated by processing purchase requisitions as well as travel and other payment transactions within the established State guidelines and deadlines. 
    • Keep AVP aware of any budget developments on a regular basis.
  • Provide administrative support in producing OELR reports, i.e. Monthly, Annual Reports etc. Assist in the coordination of the gathering of statistical information from all OELR personnel. Maintain backup material for reports that are generated.
  • Assist in the time and attendance monitoring program.
    • When assigned, ensure that notices are prepared about the program for supervisors and employees.
    • Advise employees and supervisors on T&A inquires and needs.
    • Conduct reviews of requests for attendance watch and reviews with the staff overseeing the T&A Program for completeness within a month of receipt. Unless an exception is granted, requests for attendance watch are to be handled within two weeks of the time all necessary documentation is received. Requests for any necessary documentation are to be made the same week as the initial request is received.
    • Conduct reviews of requests for discipline related to T&A and prepares NOD’s for the Director’s review within a month of receipt. Prepare all related correspondence.
    • Respond to inquires made by supervisors’ regarding T&A policy/issues on a regular basis.
    • Ensure that an attendance program database is operational and that its use is monitored, including inputting and production of reports.

  • Perform all job related duties as assigned.
    • Ensure assignments are completed on time.
    • Ensure assignments can be used for the intended purpose; specifically, documents are submitted in a style appropriate to the message and the receiver.
    • Ensure documents are written in proper grammar.
    • Ensure recommendations are reasonable and in line with any instructions received. 
    • Ensure documents and any attachments normally are complete and ready for use.
    • Ensure documents comply with instructions given.

Required Qualifications:

  • Associate Degree.
  • 5-years of relevant experience in an administrative capacity. 
  • Strong computer literacy and experience with Word, Lotus Notes, Access and Power Point.
  • Excellent interpersonal, research, writing and organizational skills.
  • Demonstrate capability of working independent of supervision.
  • A combination of education, training and/or experience equivalent to above.

Preferred Qualifications:

  • Experience in a health care setting or in labor relations and/or personnel management.

Work Schedule:

Monday to Friday; 8:30am to 5:00pm (Full-Time)

Salary Grade/Rank:

MP-5

Salary Range:

Commensurate with experience and qualifications

  • Base Salary of $65,000 to $70,000
