Job Summary:

The Department of Information Services at SUNY Downstate Health Sciences University is seeking a full-time Senior Clinical Analyst/Supervising Programmer Analyst. The successful candidate will:

  • Utilize knowledge of clinical requirements, application capabilities, and his/her technical skills to maintain and support EHR/EMR and other applications.
  • Be responsible for clinical template development, workflow design, configuration changes, upgrades, modifications, and security of EHR/EMR and other applications.
  • Participate in go-live support, new release support, and on-going user support and education.
  • Be able to work on multiple projects/issues concurrently.
  • Be adept working with a variety of users including physicians, administration, managers, clinical, and office staff; and be available for support through participation in 24-hour on-call rotation.
  • Analyze and resolve issues encountered by the end-users during any implementation/new release and coordinate remediation with vendor or other staff. 
  • Participate in the evaluation, testing and implementation of future releases.
  • Participate in post implementation change evaluation and supports users in maintaining changed processes. 
  • Participate in change control process.
  • Provide end-user workflow support, workflow Q&A, workflow auditing, and new application feature support. 
  • Maintain and monitors assigned applications(s) and related integrations or interfaces, as directed. 
  • Identify and recommends for evaluation/implementation application enhancements or integration with other applications. 
  • May require some direction from vendors and supervisor to resolve routine applications issues. 
  • Implement and maintain clinical information systems security and confidentiality mechanisms in accordance with user and/or facility policies and procedures.
  • Work with entire Information Services and Technology Department to ensure application support issues are resolved and other day-to-day break/fix items are completed.
  • Receive and performs work order tickets from Service Desk staff, project manager, and/or supervisor. Ensures all issues are reported, tracked, and completed within a ticket/work order based application. 
  • Proactively reads, creates, maintains, and follows application documentation to deliver consistent services & solutions. 
  • Provide reports from assigned application(s) and assists users with report needs. 
  • Assist with upgrades to the electronic health record (EHR) application as well as other clinical and non-clinical software applications. 
  • Perform scheduled and ad hoc application audits to monitor compliance. 
  • Exhibit effective problem solving techniques and looks for opportunities to contribute application & workflow improvements. 
  • May participate as a technical subject matter expert for LEAN projects with guidance from senior analysts or supervisor. 
  • Communicate issues/topics with implementation team members. Update management, customers and others as appropriate on a timely basis regarding progress on assigned tasks, projects and issues, via written or oral reports.
  • Collaborate with outside consultants, vendors and company representatives in the planning, development, testing, revision and maintenance of clinical information systems. Participate in systems analysis and research related to the CIS.
  • Answer tier 1 and tier 2 phone calls, emails, and other inquiries. 
  • Train or assists in training new and current users. 
  • Assist in preparation of training materials and support materials, as needed. 
  • May lead Super Users within each department by holding regular training sessions to streamline processes and train on more advanced features of the applications. 
  • Maintain membership on, or consultation to, internal committees, work groups or task forces as needed to communicate and facilitate ongoing progress, development, implementation, and revision of the clinical application systems.
  • Maintain a working relationship with the assigned application(s) user group(s) and with application(s) vendors. 
  • Maintain a detailed understanding and working knowledge of the current CIS, its functions and its relationship to other information systems within the enterprise.
  • Attend conferences and seminars as appropriate that enhance professional growth. Maintains an up-to-date knowledge of current trends and issues in healthcare, nursing practice, healthcare informatics, national and state-wide standards and regulations, enterprise policies and procedures as related to clinical practice, and the legal implications of the CIS.
  • Maintain strict confidentiality, safeguards protected health information (PHI), and reports disclosures appropriately. 
  • May be cross trained to perform job functions as staffing needs dictate.
  • Provide coverage for other team members, when necessary. 

Required Qualifications:

  • Bachelor's Degree.
  • 3 to 5 years of experience in an academic medical center is required, including 3 years working with systems analysis/programming/design and demonstrated knowledge of nursing and/or clinical practices and principles.
  • Technical knowledge of the EHR infrastructure is required.
    • In-depth knowledge of Allscripts Sunrise Clinical Manager (Altera) core configurations highly preferred.
    • Experience with Eclipsys, Cerner Millennium, IDX, Pharmis, Epic, etc. is highly desirable.
  • Participation in clinical information systems implementation life cycle, including experience in configuring Order/Ordersets (computerized provider order entry – CPOE) experience is required.
  • Strong MS Office Suite, Visio and MS Project desktop and MS SQL DBMS skills required.
  • PMP certification, consulting experience is highly desirable.
  • Excellent interpersonal, written and/or communication skills, and ability to collaborate effectively with colleagues to achieve the completion of tasks required.
  • Team building management, and organizational skills with creative approaches to information systems issues and problems, and a demonstrated record of bringing together diverse functions and build effective teams involving all categories of health care employees is a plus.

Preferred Qualifications:

  • Master's Degree preferred.

Monday to Friday; 9:00am to 5:00pm

Salary Range:

Commensurate with experience and qualifications
