Job Summary:

The Office of Compliance and Audit Services at SUNY Downstate Health Sciences University is seeking a full-time Senior Compliance Manager to ensure the day-to-day effectiveness of the Compliance Program. The successful candidate will:

  • Assist in the design and implementation of SUNY Downstate Health Sciences University’s Compliance Program- including for University Hospital at Downstate, the Clinical Practice Management Plan, the Research Foundation and the five colleges (College of Medicine, College of Nursing, School of Health Professions, School of Public Health and the Graduate School).
  • Develop, revise, and/ or implement Compliance related policies and procedures, Compliance program and training materials, and applicable processes/ workflows, as necessary.
  • Perform both prospective and retrospective audits related to HIPAA Privacy, including conducting annual physical of rounds of the organization to ensure HIPAA safeguard standards are met and routinely performing Maize EMR access audits.
  • Perform reviews of Business Associate Agreement (BAA) vendor modifications and audit vendor compliance with specific measures to ensure SUNY Downstate is appropriately protected.
  • Provide guidance on medical record requests and patient access guidelines promulgated by the Office of Civil Rights and other oversight bodies.
  • Responsible for processing and following up on Compliance Hotline reports and conducting investigations of reported compliance concerns. Maintain detailed documentation of all reported Compliance issues including responsible parties, required action items, projected time- lines, and implementation progress.
  • Assist in the review and management of Conflicts of Interest disclosures and ensure accurate and pertinent information is provided to the relevant stakeholders, including the Financial Conflicts of Interest Committee, the Research Foundation Technology Transfer Office, the Office of Sponsored Programs, the Institutional Review Board (IRB), the Institutional Animal Care and Use Committee and the Department Chair, as applicable.
  • Manage, review and dispute, as necessary, the Open Payments data reported for University Hospital at Downstate in accordance with the CMS Sunshine Act.
  • Assist in research related audits, including clinical trial compliance related audits, IRB related audits, and research misconduct inquiries and investigations.
  • Research compliance topics and coordinate responses to identified compliance questions, concerns or Federal/State inquiries or investigations. Collaborate with mid and senior level personnel to ensure that processes are aligned.
  • Conduct other compliance related audits, as necessary, coordinating interviews and document gathering, identifying findings, assist with the development of corrective action plans, monitor progress and completion and conduct re- audits to verify that prior actions were fully implemented and are effective.
  • Develop and prepare quarterly statistical reports and summations on compliance audit program activities for submission to internal, as well as State and Federal oversight agencies.
  • Assist in the evaluation of program and staff performance by analyzing and interpreting data and metrics. Regularly report on Compliance Program metrics. Maintain Compliance Program dashboards and assist with evaluation of Compliance Program effectiveness.
  • Develop appropriate training materials/ education on compliance topics, as necessary.
  • Read, understand, and maintain current knowledge of complex Federal and State laws, regulations, rules and bulletins applicable to the Compliance Program.
  • Manage special projects as directed by the Director of Compliance and/or VP of OCAS.

Required Qualifications:

  • Bachelor's Degree.
  • At least 3 years of experience in a healthcare compliance role.
  • Must be detail oriented with excellent problem solving skills.
  • Must have excellent verbal and written communication skills; strong organizational and time management skills to be able to multi-task effectively and adapt to changing priorities and responsibilities under tight deadlines; and be able to work independently and in a team environment.
  • Proficiency in Microsoft Office required.

Preferred Qualifications:

  • Experience in an academic medical center preferred.
  • CHC certification or certification eligible preferred.

Work Schedule:

Monday to Friday; 9:00am to 5:00pm
